Almost every Year There are areas in BIHAR which lie underwater for 3-4 months . The quality of human life is become pathetic and the Government, both in the Centre and Patna remain insensitive. I feel it is high time the Center took some concrete and permanent steps to control the water from the Himalayan Rivers. It is shame for the government that Gallons of water could not be used in Right ways due to political apathy and mismanagement.
